Inclusive Democratic Participation: Promoting Civil Society in Communities

This Opinion aims to make inclusive democratic participation a core element of democratic resilience, strengthening meaningful and lasting cooperation between public authorities, citizens, communities and civil society throughout the policy cycle. It emphasises the role of resilient communities and calls for participation to be inclusive, accessible and protected from undue interference. It also promotes civic education, digital literacy and the responsible use of digital tools.

Exploratory opinion requested by the Irish Presidency

SOC/873

Plenary Session: 609 / 21-22/10/2026

Key points

  • The EESC calls on Member States to make inclusive participation a government priority, with permanent dialogue structures and partnerships between authorities, civil society and local communities, supported by accessible and protected civic spaces.
  • The EESC calls on the Commission to lead by example by establishing a clear participatory framework for citizens and CSOs. It also calls for an enabling funding framework in the next MFF, providing structural support for CSOs and better reaching grassroots organisations.
  • The EESC calls for synergies between the Democracy Shield and Civil Society Strategy and for a whole-of-society approach, including within the European Centre for Democracy Resilience (ECDR). It calls for the EESC to be fully involved in the ECDR and offers to support permanent structured dialogue between civil society and EU institutions.
