This document will help you prepare for the upcoming consultation on the draft opinion of our Committee for Socio-Economic Analysis (SEAC) on the PFAS restriction proposal. It explains the consultation structure and question types, and provides technical instructions for submitting responses. You will also find the questions of the consultation in the guidance.
The updated draft mapping of PFAS uses, published as an annex to this guidance, describes in detail the uses and applications evaluated by SEAC. The questions and use mapping will be updated reflecting any revisions made to the SEAC draft opinion when the consultation begins. The 60-day consultation is expected to start shortly after the draft opinion is agreed at SEAC's March 2026 meeting.
The Netherlands and Austria have launched a call for evidence to support the preparation of a REACH restriction proposal concerning a group of phenyl-p-phenylenediamines (PPDs) and para-substituted phenylenediamines (PDs) used as anti-oxidants/anti-ozonants in rubber tyres. Submit your information on how the substances are used in rubber tyres, (eco)toxicological data, fate and presence in the environment, and the social and economic impacts of a potential restriction.

We have published a screening report to assess whether the presence of DOTE (Annex XIV, Entry 58) and Reaction mass of DOTE and MOTE (Annex XIV, Entry 59) in articles should be restricted in accordance with REACH Article 69(2).
We suggest that at present there is no need to prepare a restriction dossier. Our Member State Committee met on 9-11 December 2025 to discuss, for example, identification of substances of very high concern, recommendation of priority substances to be added to the REACH Authorisation List and the draft update of the Community Rolling Action Plan for substance evaluation.
