Highlights from December RAC and SEAC meetings

The Committees for Risk Assessment (RAC) and for Socio-Economic Analysis (SEAC) progressed their evaluation of the proposed restriction on PFAS. RAC is expected to adopt its opinion in March 2026 while SEAC will agree its draft opinion for further consultation. 


RAC also adopted its first harmonised classification and labelling opinion on a new hazard class: very persistent, very bioaccumulative (vPvB).

REACH

 

PFAS draft opinion consultation: guidance for respondents and detailed mapping of uses

This document will help you prepare for the upcoming consultation on the draft opinion of our Committee for Socio-Economic Analysis (SEAC) on the PFAS restriction proposal. It explains the consultation structure and question types, and provides technical instructions for submitting responses. You will also find the questions of the consultation in the guidance.


The updated draft mapping of PFAS uses, published as an annex to this guidance, describes in detail the uses and applications evaluated by SEAC. The questions and use mapping will be updated reflecting any revisions made to the SEAC draft opinion when the consultation begins.


The 60-day consultation is expected to start shortly after the draft opinion is agreed at SEAC's March 2026 meeting.

Call for evidence: restriction of PPDs and PDs in rubber tyres

The Netherlands and Austria have launched a call for evidence to support the preparation of a REACH restriction proposal concerning a group of phenyl-p-phenylenediamines (PPDs) and para-substituted phenylenediamines (PDs) used as anti-oxidants/anti-ozonants in rubber tyres.


Submit your information on how the substances are used in rubber tyres, (eco)toxicological data, fate and presence in the environment, and the social and economic impacts of a potential restriction.

Screening report published for DOTE and Reaction mass of DOTE and MOTE

We have published a screening report to assess whether the presence of DOTE (Annex XIV, Entry 58) and Reaction mass of DOTE and MOTE (Annex XIV, Entry 59) in articles should be restricted in accordance with REACH Article 69(2). 


We suggest that at present there is no need to prepare a restriction dossier.

Member State Committee December meeting highlights

Our Member State Committee met on 9-11 December 2025 to discuss, for example, identification of substances of very high concern, recommendation of priority substances to be added to the REACH Authorisation List and the draft update of the Community Rolling Action Plan for substance evaluation.

Consultation on a candidate for substitution and derogation to exclusion criteria

We have launched a consultation on:

  • 1-(4-chlorophenyl)-4,4-dimethyl-3-(1,2,4-triazol-1-ylmethyl)pentan-3-ol [tebuconazole] (EC 403-640-2, CAS 107534-96-3), product-type 8.

Prior Informed Consent (PIC)

 

Fall observed in hazardous chemical trade in 2024

Based on the annual data that Member States have reported to us under the Prior Informed Consent (PIC) Regulation, the decline is mainly due to reduced volumes of exports and imports of substances containing benzene.


If substances containing benzene are excluded from the data, the report shows a slight increase in hazardous substance trade.


Our report on exports and imports of chemicals that are banned or severely restricted in the EU under the PIC Regulation summarises the information that designated national authorities receive annually from importers and exporters.


Industrial Emissions Directive (IED)

 

New web pages on our tasks under the Industrial Emissions Directive

The Industrial Emissions Directive is the EU’s main instrument to prevent and control pollution arising from large industrial installations and intensive livestock-rearing activities across Europe. 


We contribute to this work with our scientific and technical expertise by providing the knowledge and data generated under REACH, Classification, Labelling and Packaging (CLP) Regulation and related pieces of EU's chemicals legislation.


In practice, we help ensure that information on chemicals is used when setting and updating environmental requirements for industrial activities. This includes preparing list of substances relevant for different industrial sector activities as well as coordinating and providing input on information on substances in the Sevilla Process.


IT tools

 

REACH registration data and C&L Inventory only available in ECHA CHEM

We are gradually closing the old Search for chemicals pages as we are moving the collected data to ECHA CHEM. 


As of 18 December 2025, the REACH registration data and the Classification and Labelling (C&L) Inventory information will only be available on ECHA CHEM.


Small and medium-sized enterprises (SMEs)

 

First SME focus group meeting discussed ECHA's support activities

Our first SME focus group meeting was held on 15 December 2025. 10 participants, both micro, small and medium-sized companies and SME representatives, met to discuss ECHA's past and upcoming support activities, including the new company size verification process starting in 2027.

The SME focus group is part of ECHA's SME action plan. It aims to help smaller companies comply with EU's chemicals legislation and assist ECHA in providing SME-friendly services.


Science

 

From science to safety: PBT Expert Group discussed bioaccumulation assessment strategies

Our expert group focusing on persistent, bioaccumulative and toxic (PBT) and very persistent, very bioaccumulative (vPvB) substances has discussed scientific developments of the bioaccumulation assessment strategies including the integration of New Approach Methodologies. The material resulting from this work is now available on our science pages.


Improving bioaccumulation assessment remains our priority to ensure that all substances – including those with challenging properties or with a bioaccumulation concern that do not bioaccumulate in fish – can be effectively evaluated.

Call for evidence and public consultation: Evaluation of Biocidal Products Regulation 

The European Commission has published a call for evidence and public consultation concerning the evaluation of the Biocidal Products Regulation (BPR).


The public consultation is divided into two parts, one aimed for the general public and one for members of the public with certain knowledge about the BPR.


Express your views and share insights on the implementation of the Biocidal Products Regulation – have your say until 5 March 2026, midnight Brussels time.
