The Second REBTES Workshop in Zagreb: Legal and tax issues, good practices and an inspiring succession story


The second international workshop of the REBTES project was held in Zagreb on 26–27 November 2025. The event brought together project partners from Finland, Croatia, Belgium, the Netherlands, Slovenia, and Ukraine to share experiences and develop solutions to promote business transfers in SMEs.

The first good practice of the REBTES project has been published in parallel with Finland’s National Business Transfer Week – a nationwide event that explores business transfers in their various forms, both nationally and internationally.

Second Good Practise published by REBTES


The Business Transfer Barometer in Croatia was launched to address the growing challenge of business transfers among SME owners aged 55+. Many of these enterprises, mostly founded in the 1990s, face a high risk of closure as owners often underestimate the complexity and duration of the transfer process. With a relatively low share of family businesses compared to Western Europe, Croatia faces an urgent need to strengthen awareness and support systems for succession, sales, takeovers, and management transfers.

After a successful and informative workshop in Zagreb in November, the REBTES project team will continue its co-operation in Utrecht, the Netherlands, in April. Hogeschool Utrecht will host a two-day workshop on 14-15 April.

Developing Regional SME Business Transfer Ecosystems (REBTES) works to develop policy instruments supporting robust business transfer ecosystems, thus contributing to growth, jobs and survival of SMEs in European regions. REBTES brings together partners from six European regions representing different stages of business transfer ecosystem maturity in terms of policy and implementation. In REBTES, the regions will engage in intensive learning and sharing. The focus is on ensuring well-functioning regional ecosystems on permanent basis.
