Dear Members of the Liaison Group,


The 606th Plenary Session of the EESC on 17–18 June 2026 has once again shown the breadth of issues on which organised civil society is asked to speak. The many opinions adopted span the EU's most consequential debates: economic security, the Digital Networks Act, the New European Bauhaus, the future of the EU budget, a strategy for our eastern border regions, the 2025-2026 European Semester cycle, and more. Liaison Group members will recognise many of these files as ones they have been regularly invited to contribute to - and that is no accident. The EESC's opinion-making process is one of the few places in Brussels where the lived expertise of associations, foundations and networks is woven directly into the legislative fabric. 
Amongst many, one that certainly stands out for our community is the EESC Resolution on the Committee's Contribution to the European Commission's 2027 Work Programme. As Liaison Group members we were given space to actively comment, give opinions and contribute to it with the lived experiences of the communities and people our organisations represent. I strongly encourage everyone to acquaint themselves with the important contents of this Resolution. There are also many other opinions which were adopted over the two-days of the Plenary, which link up with civil society's work and priorities. For example, the opinion on the revision of the General Block Exemption Regulation (INT/1122), frames state aid reform through the lens of business and civil society — a reminder that competition rules shape the space in which social economy actors operate. The Circular Economy Act opinion (NAT/986), insists that demand-side measures and primary material reduction are non-negotiable if the EU is to stay within planetary boundaries. And two opinions take forward the EESC's flagship water agenda: the Contribution to the UN Water Conference 2026 (CCMI/254) and the Blue Deal Accelerator (CCMI/261) -  files where civil society has been a driving force from the very first European Citizens' Initiative.

These opinions are invitations and not endpoints to policy conversation. Civil society's voice is what keeps such debates anchored in fairness and in everyday realities. That is why the Civil Dialogue Forum (‘From Dialogue to Framework: Shaping Structured Engagement Between European Institutions and Civil Society’) on 23 June and our Full Liaison Group Meeting on 24 June matter so much: they are the moments when dialogue moves from paper to practice.

In that same spirit, I warmly encourage members to join the public hearing on  The role of volunteering for European population preparedness in the morning before our LG Meeting. Volunteering plays a central role in building resilient and inclusive societies, better prepared for the challenges we already face and those still to come. The hearing will gather institutions, civil society, social partners and experts around the "whole-of-society" approach called for by the Commission, feeding directly into the forthcoming opinion 'The role of volunteering for European Population Preparedness in an increasingly dangerous world' SOC/864. For our Liaison Group, this is recognition that the networks of trust and solidarity our members nurture across Europe are themselves a form of strategic infrastructure.

I look forward to seeing many of you in Brussels next week, and to continuing - together -  the dialogue that gives these opinions their meaning.

COFACE: Breakfast byte webinar on inclusive education for students with disabilities, 24 June 2026

This webinar from 9.30 to 11.00 CET will shine the spotlight on the Belgian COFACE Disability member, Ouders voor Inclusie (Parents for Inclusion). Through their advocacy and practical tools, they are helping to empower parents in Flanders to ensure that their children with disabilities are fully included in education and society. This webinar will also welcome a representative from the EU agency for special needs and inclusive education (EASNIE) to share their reflections from a European perspective. Volonteurope: Brussels Hackathon, 26-28 June 2026

Volonteurope and the Global Shapers Brussels Hub are organising the first Social Hackathon, as part of the Hacktive Youth Project at the Commons Hub Brussels. The hackathon will bring together around 60 young people aged 20-29, based in Brussels or elsewhere in Belgium, to work on social inequalities in the city, with tracks on affordable housing, decent work, mental wellbeing and climate action. Participants will work in teams, choose a challenge, shape an idea and pitch it, and the winning team joins the final social hackathon in Egypt. Applications will be open until 24 June here. EVBB Policy Camp: Beyond the Bubble – VET, AI & the Future of EU Funding, Thessaloniki, 29 June-3 July 2026

This EVBB Policy Camp will bring together VET leaders, policymakers, CEDEFOP, the ETF and practitioners from across Europe. The event will focus on the role of AI in education, the next multiannual financial framework (MFF), and the future of EU funding in vocational education and training. Participants will explore how policy becomes practice through hands-on discussions on AI-assisted proposals, evolving VET systems, and cross-sector cooperation. SEE: High-level event: The Multiannual Financial Framework and Social Economy at the European Parliament, Brussels,  30 June 2026 

The European Parliament Intergroup on the Social Economy and Services of General Interest will host the event MFF & Social Economy, which will take place on 30 June 2026 from 15:30 to 17:00 at the European Parliament. This high-level event will explore what the next EU budget (MFF) could mean for the social economy and for EU funding instruments that support inclusive and sustainable development across Europe. The deadline to register is the 22nd of June (until 12 pm).

Eurochild: GUIDE | Policy recommendations to strengthen guardianship systems for unaccompanied children

Eurochild and Guide projects partners release a package of recommendations on how to better support guardians, which includes one comprehensive EU-level report and specific national recommendations for Bulgaria, Greece, Italy, Poland, and Slovakia. Available in English and the respective national languages.

Eurochild releases its 2025 Digital Annual Report

What did Europe’s leading child rights network achieve in 2025? Eurochild engaged members, allies and policymakers over 6,700 times, reaching 23,000+ people through social media, and sharing evidence-based recommendations from 84 members in 36 countries. It also regranted €1.3 million to 48 organisations in nine countries, while advancing child rights through policy advocacy, emergency response efforts, and the launch of the NOVA Children’s Council on digital rights.

UEF: The European Federal Manifesto: A Declaration of Independence and Sovereignty

Adopted by the UEF European Congress, the European Federal Manifesto outlines a comprehensive vision for a sovereign and democratic European federation. The document calls for Europe to take responsibility for its own security, democracy and prosperity through deeper political integration.

UEF: Action Committee for the United States of Europe Calls for a More Integrated Europe: ‘We Need a Union Within the Union’

The Action Committee for the United States of Europe has issued a declaration calling for a more integrated and politically united Europe capable of acting effectively in an increasingly challenging geopolitical environment. The text was published as an op-ed in El País (Spain), Le Nouvel Obs (France) and Focus Europe (Italy), contributing to the ongoing debate on European sovereignty, democratic governance and the future of European integration.

CEV: Announcement of the EVCapital 2028 candidates

CEV (Centre for European Volunteering) is happy to announce the 2028 European Volunteering Capital candidates: Lleida (ES), Odder (DK), Pilsen (CZ) and Reggio Emilia (IT). An EESC representative will be part of the panel for this competition, which recognises municipalities showing excellence in volunteering support and serving as a source of inspiration for others. UIPI: Have your say in the survey To own or not to own? How young Europeans view property

The International Union of Property Owners (UIPI) has launched a survey to find out more about how young Europeans perceive property ownership today. As housing has become a key EU priority, with institutions increasingly seeking to address affordability and long-term sustainability, effective policymaking requires a better understanding of how different generations experience the market, particularly young Europeans, who are among those most affected by current challenges. To this end, UIPI is inviting people under 35 years old to take part in a 5-minute anonymous survey exploring the aspirations and motivations of young people when it comes to owning property and the barriers they face.

ACE: ACE–UIA joint statement on architectural design competitions: a key policy tool combining qualitative and economic advantages

On the occasion of the ACE x ARCH-E Conference on Architectural Design Competitions held in Brussels, the Architects’ Council of Europe (ACE) and the International Union of Architects (UIA) issued a joint statement reaffirming the critical role of architectural design competitions (ADCs) in shaping a high-quality built environment. “Architectural design competitions are not simply a procurement tool; they are a cornerstone of architectural culture and a guarantee of quality in the built environment. By upholding fair, transparent and accessible processes, we enable architects to respond creatively and responsibly to society’s needs, delivering solutions that are both innovative and durable”, stated Daniel Fügenschuh, ACE President.

Volonteurope: SPHERE+ Consortium meets with stakeholders in Brussels

The SPHERE+ initiative is dedicated to tackling LGBTIQ+ hate speech political and public environments. Whether you’re a public official, civil society member, educator or simply someone who wants to learn more, this space is for you. The project, of which Volonteurope is a partner, offers a database of practical resources, training tools, and insights to help build respectful, inclusive public discourse. Funded by the European Union and led by partners across six countries, SPHERE+ promotes cooperation, understanding, and lasting change. Together, the project helps to create safer, more equal communities, one conversation at a time. Public hearing: The role of volunteering for European Population Preparedness, Brussels, 24 June 2026

Volunteering plays a central role in building resilient and inclusive societies that are better prepared for existing and future challenges. This public hearing will gather institutional actors, civil society organisations, social partners, and experts to reflect on the role that volunteering can play in the “whole-of-society” approach to preparedness (called for by the European Commission). Discussions will feed into the related EESC Opinion (SOC/864). Read more here.

 

Annual European Semester Group Conference 2026 - Driving competitiveness, sustainable growth and social resilience in a strategic budgetary framework, Brussels, 30 June 2026

The 2026 cycle of the European Semester will serve as a bridge to the next Multiannual Financial Framework. The Commission has proposed that a significant share of future EU funding be channelled through the national and regional partnership plans for reform and investment. In practice, the European Semester would become the primary reference framework for these plans, the implementation of which will also determine payments to the Member States. To this end, the EESC’s European Semester Group is bringing together speakers from the EU institutions, organised civil society, the Member States and research institutes for its annual conference.

 

Connecting Europe – In defence of European values: The power of civil society, Sofia/Bulgaria, 6-7 July 2026

The EESC annual communication event for civil society communicators, the Connecting EU Seminar, will this year delve into Europe’s ability to uphold its core values as its economic priorities shift and pressure on democratic trust and civic spaces intensifies – and on how civil society can defend them. The EESC's Permanent Group on Disability Rights is organising this hybrid public hearing. This event will feature insights from EU institutions and highlight recommendations from persons with lived experience, civil society and disability organisations. Read more here.

    Civil dialogue in the EU and European Citizens' Initiatives

    High-Level event ‘From Dialogue to Framework: Shaping Structured Engagement Between European Institutions and Civil Society’; European Parliament, Brussels, 23 June 2026

    Co-hosted by the European Parliament and the European Commission, the event will bring together representatives of EU institutions and civil society organisations, including speakers such as Katarina Barley and Nicolae Ștefănuță, Vice-Presidents of the European Parliament responsible for relations with European civil society organisations, Michael McGrath, Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection, Séamus Boland, President of the European Economic and Social Committee, and Gabriella Civico, President of Civil Society Europe. The aim of the high-level event is to take stock of existing practices of engagement with civil society, explore current challenges to meaningful participation, and identify ways to further develop more structured dialogue between institutions and civil society organisations. It will also provide an opportunity to exchange best practices on how different EU institutions and bodies engage with civil society actors. As part of the afternoon workshop, the EESC will present the Youth Test example. Register here.

     

    Two newly registered ECIs 

    On 19 May 2026, the Commission registered two new European citizens’ initiatives. The one on ‘Rights for Nature: Empower Citizens to Represent and Protect Ecosystems’ seeks to recognise rights of nature in European law via a legal act in order to strengthen the protection of ecosystems. Whereas the initiative on ‘Reconnecting nature through the creation of European biodiversity corridors’ aims to overcome ecosystem fragmentation and support biodiversity and resilience. Organisers have six months to start collecting signatures to support the initiatives.

    Commission´s reply to ECI Ban on conversion practices

    On 13 May 2026, the European Commission replied to the 13th successful European Citizens’ Initiative ‘Ban on conversion practices in the EU’, which calls for an EU-wide ban on practices seeking to change a person’s sexual orientation, gender identity or gender expression. After examining the available legal options, the Commission announced that it would adopt a Recommendation in 2027 urging Member States to prohibit such practices. This marks the next step in the follow-up to the initiative at EU level.

    Discussing the ECI Stop Destroying Videogames

    On 19 May, the Section for Single Market, Production and Consumption at the European Economic and Social Committee organised a debate on the 14th successful European Citizens’ Initiative ‘Stop Destroying Videogames’ that calls for videogames to remain playable after official support ends. Only two days later, the European Parliament also discussed this initiative at its plenary session in Strasbourg, thus following upon a public hearing held in April. The Commission is expected to present its reply by 27 July 2026.

    Follow-up to the successful ECI ‘Save Cruelty-Free Cosmetics’

    On 1 June 2026, the European Commission presented a roadmap towards phasing out animal testing for chemical safety assessments, delivering on the commitment it made in 2023 in response to the successful European Citizens’ Initiative ‘Save Cruelty-Free Cosmetics – Commit to a Europe Without Animal Testing’. The roadmap sets out clear and practical steps to support the shift from traditional animal testing to innovative non-animal methods.

    Revisiting the ECI ‘Stop Fake Food: Origin on Label’

    On 15 June, the EESC´s Permanent Group on Sustainable Food Systems held a debate on food labelling, attended by organisers of the European Citizens´ Initiative ‘Stop Fake Food: Origin on Label’. Even though the initiative has not reached the necessary thresholds to become valid, almost 900 000 signatures gathered to support it clearly show that the subject resonates with EU citizens and thus belongs to political agenda.

    Finland becomes the 21st EU country to enable eID signing for ECIs

    Finnish citizens can now use their national eID to sign European Citizens’ Initiatives online. With Finland’s addition, 21 EU countries now allow the use of national eID systems to support ECIs. Check the status for all EU countries to see if you can sign an ECI with your national eID too!

    European Commission: "Have Your Say"

    As part of its "Better Regulation" agenda, the Commission is consulting a broad range of organisations, and the general public, with such outreach tools as "Have Your Say". In actively collecting and analysing online feedback, the Commission ensures that EU initiatives are responsive and proportional to current challenges – such as the consultations on: 

    • Tobacco products and tobacco advertising – revision of EU rules
    • Ecodesign requirements for iron and steel products
    • EU Critical Raw Materials Centre
    • Birds and Habitats Directives – stress test
    • EU anti-corruption strategy – a comprehensive approach to tackling corruption within the EU and beyond
    • Review of EU rules on alternative fuels infrastructure 
    • EU Youth Strategy post 2027
